Why placement matters more than capability

The question HR teams usually ask about Copilot is whether it is better than ChatGPT. It is the wrong comparison. Copilot’s defining property is that it runs inside Microsoft 365 — the same place your policies, contracts, survey exports, and candidate documents already live.

That changes the practical question from "can the model do this?" to "does the model already have lawful access to the thing I need it to read?" For an HR function, that is usually the binding constraint, not raw capability.

Most HR functions end up using more than one. A common split: Copilot for anything touching internal employee data, and a general model for open-ended drafting and analysis on data shared deliberately.

Where it falls short

It inherits your data quality. If two policy documents contradict each other, Copilot will answer confidently from whichever it reaches first. AI does not resolve documentation debt; it surfaces it, often in front of an employee.

It inherits your permissions. This is the failure mode HR teams underestimate. Copilot respects existing access controls — which means if a compensation spreadsheet was already over-shared internally, Copilot makes it far easier to find. Audit sharing before rollout, not after.

It summarises confidently. Confidence is not accuracy. For anything consequential — an ER matter, a policy interpretation — the summary is a starting point that a person verifies.

Employee data and DPDP
